Winner of the 2025 Kenneth Kernaghan Award for Excellence in Research

The Canadian Association of Programs in Public Administration (CAPPA) is pleased to announce that the winner of the 2025 Kenneth Kernaghan Award for Excellence in Research is Professor Steve Jacob, Laval University.

Professor Jacob conducts research on digital public administration and AI in government, public sector ethics and policy and program evaluation. He has written, co-written and co-edited thirteen books, and written or co-written 67 peer-reviewed articles. Professor Jacob’s research is of the highest quality, and he continues to provide novel insights on important and topical issues. He has published in English and in French and has an outstanding international reputation. Professor Jacob’s influence in and outside of academia is far-reaching. Professor Jacob exemplifies the spirit and intent of the Kenneth Kernaghan Award and is a bona fide research superstar.

CAPPA’s Kenneth Kernaghan Award recognizes research productivity, quality, and influence. Kenneth Kernaghan was a distinguished public administration researcher, especially in the area of ethics and values, who taught for many years at Brock University, and served as the Editor of Canadian Public Administration.
