The Canadian Association of Programs in Public Administration (CAPPA) is pleased to announce the winner of the 2025 Pierre DeCelles Award for Excellence in Teaching is Professor Kathleen McNutt, Johnson Shoyama Graduate School of Public Policy, University of Regina.
Professor McNutt is a superb educator whose teaching has had a profound impact on the professional development and life of the students she has taught. Professor McNutt’s pedagogical approach represents a vivid demonstration of how teaching can change lives, especially when it is done with rigour, generosity, openness and empathy. Professor McNutt is a relentless pedagogue who continues to innovate in the classroom. She is also clearly a wonderful supervisor. Letters received from students demonstrated their deep appreciation of Professor McNutt as an educator and a person. A leading figure in the development of the Johnson Shoyama Graduate School of Public Policy in 2006, Professor McNutt’s imprint on the school, its programs and students is sure to last many years still.

CAPPA’s Pierre DeCelles Award recognizes the outstanding skill, accomplishment and commitment of an exceptionally creative and effective teacher. Pierre De Celles was Director General of École nationale d’administration publique (ÉNAP), and was known as a gifted teacher.
