National Public Administration Case Competition

The 2025 National Public Administration Case Competition was hosted by Carleton University (SPPA) and held virtually on February 12 to 22, 2025.

The Case Challenge

Public administration is a complex field. The case presented will require teams to go through the stages of case study review:

  • The overall policy and operational effects of this series of events to define the problem and issues.
  • The risks inherent in responding and in not responding.
  • Strategic options with preferred approach.
  • Suggestions for the process for moving towards the strategic approach.
  • Implementation issues and suggested course of action (including financial implications).
  • Issues related to communication, collaboration, stakeholders, and suggested courses of action.

Judges

The competition was judged by:

  • Noah Morris (Head Judge) : Principal at NJM Strategies recently retiree. He was Superintendent of Colleges, Director of Student Financial Assistance, Director of Postsecondary Finance and ADM of Postsecondary Education in the Ministry of Colleges and Universities, Chair of the Federal Provincial committee on postsecondary student finance and recipient of 2 personal Amethyst awards for signature public policy achievements in Ontario.
  • Suzanne Craig : internationally trained lawyer, Integrity Commissioner, Lobbyist Registrar and Closed Meeting Investigator.
  • Nancy Carroll : Civil Service Commissioner, strategic advice on labour relations at Red River College Polytechnic.
  • Stefania Trombetti : Executive Director of the Regulatory Governance Initiative and Instructor for the Career Development for Regulatory Professionals Program in the School of Public Policy and Administration at Carleton University.
  • Guy Giorno : leads his firm’s Political Law practice, Integrity Commissioner for several Ontario municipalities, co-author of Lobbying in Canada and a former Chair of the Canadian Bar Association’s “Law of Lobbying and Ethics” Committee.
  • Michael Presley : adjunct professor, School of Public Policy and
    Administration, co-director of the Career Development for Regulatory
    Professionals program and director of the certificate program in regulatory leadership at the Centre for Public Management and Policy at the University of Ottawa.
