Pierre DeCelles Award 2020

The Canadian Association of Programs in Public Administration (CAPPA) and the Institute of Public Administration in Canada (IPAC) are pleased to announce the winner of the 2020 Pierre DeCelles Award is Dr. Éric Champagne, Associate Professor of Political Studies, Faculty of Social Sciences, at the University of Ottawa.

The Award Jury unanimously chose to recognize Dr. Champagne for this award.  The Jury noted that students and colleagues recognized Dr. Champagne as building an inclusive classroom, and encouraging active engagement by students. He has fully built into all of his courses various learning techniques including the use of flip classes, hybrid learning models, and fully online platforms that encourage student participation. Colleagues highlighted Dr. Champagne’s teaching contributions at the international level, whether it is to support conference workshops, or to give of his time to deliver courses in parts of the world that would not normally have exposure to such individuals, including Africa.  Finally, Dr. Champagne regularly demonstrates leadership in teaching, the best of what this award hopes to encourage.

IPAC and CAPPA’s Pierre De Celles Award recognizes the outstanding skill, accomplishment and commitment of an exceptionally creative and effective teacher. Pierre De Celles was Director General of École nationale d’administration publique (ÉNAP), and was known as a gifted teacher.
