CAPPA\/ACPAP Statement
\nCancellation of Participation in 2020 Congress of Social Sciences and Humanities Tuesday, March 31 2020\u00a0<\/span><\/b><\/h2>\n

Given the ongoing impact of the COVID-19 pandemic, the Canadian Association of Programs in Public Administration (CAPPA) has made the difficult decision to cancel its participation in the 2020 Congress of Social Sciences and Humanities.\u00a0<\/span><\/p>\n

CAPPA seriously considered the possibility of hosting an online conference, supported by the Federation of Humanities and Social Sciences. While this is an option that will work for some Associations, we are concerned that an online conference will not meet the needs of our conference participants at this time. Moving final exams and classes online in a short timeframe has had a significant impact on participants. Coupled with the cancellation of school, childcare, and other services across the country, these changes have meant that participants are facing higher levels of responsibility and stress. The uncertainty of the environment, including how the virus may develop and spread, means that it is difficult to say with certainty that a conference of any kind at the end of May\/early June would be feasible.\u00a0<\/span><\/p>\n

The conference provides an important opportunity for researchers to discuss their work, consider new teaching methodologies, and consider key issues in public administration and public policy. The Board is considering options for bringing researchers, educators, and practitioners together as well as hosting our Annual General Meeting, and will be sharing these options in the near future.\u00a0<\/span><\/p>\n

All participants who have already registered for the Congress will have their fees returned. The FHSS will process individual Congress fee refunds of all associations that have withdrawn from Congress as soon as possible and send you a confirmation email. There is no need to contact them.\u00a0<\/span><\/p>\n

The conference organizers have already put in a significant amount of work in advance of the anticipated conference. We want to particularly thank Joe Lyons at Western University and his team for all of the work they\u2019ve put in to date, as well as members of the CAPPA Board for their support along the way. We extend our thanks to those who submitted abstracts, were willing to be part of plenary sessions, and had agreed to chair these sessions.\u00a0<\/span><\/p>\n

Finally, we thank you all for your patience in the coming days as the Board consults on next steps.\u00a0<\/span><\/p>\n

\u00c9tant donn\u00e9 l’impact de la pand\u00e9mie COVID-19 qui se poursuit, l’Association canadienne des programmes d’administration publique (ACPAP\/CAPPA) a pris la difficile d\u00e9cision d’annuler sa participation au Congr\u00e8s des sciences sociales et humaines de 2020.\u00a0<\/span><\/p>\n

L\u2019ACPAP\/CAPPA a s\u00e9rieusement envisag\u00e9 la possibilit\u00e9 d’organiser une conf\u00e9rence en ligne, soutenue par la F\u00e9d\u00e9ration des sciences humaines et sociales. Bien que cette option fonctionne pour certaines associations, nous craignons qu’une conf\u00e9rence en ligne ne r\u00e9ponde pas aux besoins de nos participant.es pour le moment. En effet, la mise en ligne des examens finaux et des cours dans un d\u00e9lai tr\u00e8s court a eu un impact important sur les participant.es. Conjugu\u00e9s \u00e0 la fermeture des \u00e9coles, des services de garde d’enfants et d’autres services dans tout le pays, ces changements ont eu pour effet d’accro\u00eetre le niveau de responsabilit\u00e9s et de stress des participant.es. L’incertitude de la situation, y compris la mani\u00e8re dont le virus peut se d\u00e9velopper et se propager,\u00a0<\/span><\/p>\n

fait qu’il est difficile d’affirmer avec certitude qu’une conf\u00e9rence de quelque nature que ce soit \u00e0 la fin mai\/d\u00e9but juin serait r\u00e9alisable.\u00a0<\/span><\/p>\n

La conf\u00e9rence offre aux chercheur.es une occasion importante de discuter de leurs travaux, d’envisager de nouvelles m\u00e9thodes d’enseignement et de se pencher sur des questions cl\u00e9s en mati\u00e8re d’administration et de politiques publiques. Le conseil d’administration \u00e9tudie pr\u00e9sentement les alternatives afin de r\u00e9unir les chercheur.es, les enseignant.es et les praticien.nes et d’accueillir notre assembl\u00e9e g\u00e9n\u00e9rale annuelle, et vous fera part de ces possibilit\u00e9s dans un avenir proche.\u00a0<\/span><\/p>\n

Les frais d\u2019inscription des participant.es qui se sont d\u00e9j\u00e0 inscrits au Congr\u00e8s seront rembours\u00e9s. La F\u00e9d\u00e9ration s\u2019occupera des remboursements individuels des frais de participation au Congr\u00e8s de toutes les associations qui se sont retir\u00e9es du Congr\u00e8s d\u00e8s que possible et vous enverra un courriel de confirmation. Il n’est pas n\u00e9cessaire de les contacter.\u00a0<\/span><\/p>\n

Les organisateurs du congr\u00e8s avaient d\u00e9j\u00e0 accompli un travail consid\u00e9rable en pr\u00e9vision de la conf\u00e9rence pr\u00e9vue. Nous tenons \u00e0 remercier tout particuli\u00e8rement Joe Lyons de l’Universit\u00e9 Western et son \u00e9quipe pour tout le travail accompli jusqu’\u00e0 pr\u00e9sent, ainsi que les membres du conseil d’administration de l’ACPAP pour leur soutien tout au long du processus.
